大部分が北極圏に属し、全島の約80%以上は氷床と万年雪に覆われる。巨大
なフィヨルドが多く、氷の厚さは3,000m以上に達する所もある。

ice sheet = 氷床（南極大陸やGreenlandの内陸氷）

この what は先行詞を含む関係代名詞。that whichと考える。
at stake = 危機にひんして、賭けられている

となる。「人類が生き延びられるかどうかは、環境問題にどう取り組むかにかか
っている」ということ。
